Only Global Admins or Restricted Admins with elevated View and Manage privileges can take this action.
You can only rename a Person record that has already been assigned a login ID (user name).

On the main toolbar, click Deployment Manager.

Click the People tab.

Right-click the Person record you want to rename, and then click User Account Properties.

Click Rename.
The Rename User dialog box appears. -
Enter a new user name.

Click OK.
